You may refuse to notarize a document if all of the Texas requirements have not been met. If the signer does not present proper ID, if you feel they are unable to understand the document they are signing, and if you feel uncomfortable with the situation or circumstances under which you are expected to sign are all acceptable reasons to refuse the notarization.
