Missouri processes applications according to the offense made against the applicant. The state identifies those who have been convicted of a felony or pled guilty or pled nolo contendere for a felony, and those who have been convicted, pled guilty, or nolo contendere to a misdemeanor which interferes with the duties of a notary, as those applicants who require supporting documents to accompany their applications. These applicants must submit the supporting documents every time they apply to renew their commission or become a notary. The state has the right to approve or deny the applicant each time. If you have been convicted of a felony or pled guilty or nolo contendere to any felony AND/ OR if you have been convicted of a misdemeanor or pled guilty or nolo contendere to a misdemeanor which would interfere with your duties as a notary public, you should:
  1. Submit any supporting documentation concerning the charges. Such as those concerning the conviction, the parole, or the location and date.
  2. Once NPU receives the application, with the above information attached, we will send it to the Secretary of State’s Office. Usually, the application takes approximately one to two weeks to be processed.
  3. Once your application is processed through the Secretary of State’s Office:
    1. If approved, the state will send you your commission letter, and we will be notified of the approval. You will receive your order within seven business days.
    2. If denied, the state will notify the applicant, you, and the bonding agency, us. You will be issued a full refund through the original method of payment.
NPU receives the same notifications concerning your application as you do. No bonding agency is notified as to why an application is denied or approved. Only the Secretary of State’s Office will be able to provide you more information as to the reasons.
